Initial Distribution System Evaluation Not Completed

The City of Avon was required to submit an initial distrution System evalution (IDSE) to DENR by January 1, 2010.  The City of Avon did not submit this plan to DENR by the deadline and is therefore in violation of the Federal Safe Drinking Water Act.  The City of Avon is required to notify their water customers of this violation.

DENR and the United State Environmental Protection Agency have recently implemented the Stage 2 Disinfection Byproduct Rule (DBPR).  The Stage DBPR requires that the City of Avon submit an IDSE by January 1, 2010.  The purpose of the IDSE is to set compliance sampling locations and also a schedule of when samples will be collected for monitoring disinfection byproducts in the future.  The City of Avon will be required to submit a completed IDSE report and take the required disinfection byproduct samples as stated in the plan.  The results of this monitoring will help determine future monitoring requirements and potential changes in treatment are that required to better protect the people who are drinking this water.

The corrective action that the City of Avon is taking will be to develope the initial distribution system evaluation report and submit it to the state.
